The following formal legal complaint was submitted by human rights law firm Prakken D’Oliveira to the United Nations Human Rights Council in June of 2016, by Professor Göran Sluiter and Andrew Ianuzzi on behalf of the Federal State Republic of West Papua (Negara Republik Federal Papua Barat) and its president Forkorus Yaboisembut, as well as on behalf of nineteen unnamed citizens of West Papua.

Göran Sluiter is Professor of International Criminal Law, in particular the Law of International Criminal Procedure at the University of Amsterdam and lawyer at Prakken d’Oliveira Human Rights Lawyers (Amsterdam). Previously, he worked as a Senior Lecturer in Criminal Law at the University of Amsterdam and a Lecturer in International Law at Utrecht University.
Andrew Ianuzzi is an independent legal consultant and human-rights investigator. With over ten years of international legal experience, Andy has conducted human rights investigations in Sierra Leone, Liberia, Nigeria, Kenya, Uganda, Ethiopia, Somalia, Cambodia, the Philippines, Sri Lanka, and Burma.
